A major urban development project in Kaolack, valued at nearly 17 billion CFA francs (approximately $28 million), has come under renewed scrutiny after senior public official Fadilou Keïta raised concerns over alleged mismanagement and lack of transparency.

Speaking at a public gathering in Medina Baye, Keïta—Director General of Senegal’s Caisse des Dépôts et Consignations (CDC)—questioned the governance of the “Kaolack City Center” project, describing multiple irregularities in its administration and operation.

Concerns over governance and accountability

According to Keïta, on-site observations reveal inconsistencies that may point to broader governance failures. He highlighted what he described as administrative shortcomings, calling for greater accountability in the management of public infrastructure projects.

These concerns echo findings from earlier reports, which pointed to procedural flaws in procurement processes, contract execution, and cost overruns that significantly increased the project’s total budget.

Call for contract renegotiation

Keïta has urged authorities to revisit the contract signed under the previous administration, arguing that its current terms may not adequately serve the interests of the local population.

He also demanded clarification regarding the operational framework of the site, which is currently managed by the Kaolack municipal authorities.

A broader push for transparency

Beyond the specific case of Kaolack, Keïta’s remarks highlight growing calls in Senegal for stricter oversight of public spending and infrastructure projects.

He stressed that enhanced transparency, independent audits, and clear accountability mechanisms are essential to restore public trust and ensure effective governance of major development initiatives.
